O'Toole Champions Harsher Child Pornography Laws

New Jersey state senator spearheads new crackdown calling for closing loopholes and strengthening current law.

A proposed law passed by the state Senate Monday, March 18 sponsored by state Sen. Kevin O’Toole (R-Bergen, Essex, Morris, Passaic) will strengthen penalties for child pornographers, officials said. The bill, also sponsored by Senate President Steven Sweeney and state Sen. Donald Norcross, would amend the “No Early Release Act” to raise child pornography charges from a second-degree crime to a first-degree crime, closes many of the loopholes and strengthens the current law, O’Toole said. If signed by New Jersey Gov. Chris Christie, the law would force anyone convicted of child pornography charges to serve 85 percent of their time and protects children under the age the 18. Bill Banning College Credit Card Solicitation Awaits Christie Signature

Proposal by state Sen. Kevin O’Toole would prohibit credit card companies from using merchandising to entice college students to sign up for cards.

Credit card companies may no longer be able to entice college students with free gifts for agreeing to sign up for a credit card under a measure proposed by state Sen. Kevin O’Toole (R-40) that is currently awaiting Gov. Chris Christie’s signature. The legislation, which would ban credit card companies from soliciting students with free gifts like t-shirts, blankets or vouchers on public college campuses, was unanimously passed by the state Senate last month. “You have low promise sales at six or seven percent and then after a period of time it goes up automatically,” said O'Toole. “I'm troubled that they are depending upon a certain population that is perceived of being vulnerable, having trouble making ends meet.” O'Toole said he is …

New Bill Proposes Harsher Penalties for Child-Porn Offenders

State Senator Kevin O'Toole drafts “No Early Release Act,” for child-pornography offenders.

New Jersey may soon be dishing out more severe penalties to child-pornography offenders, when State Senator Kevin O’Toole (R-Bergen, Essex, Morris, Passaic) introduces a bill to the State Senate. O'Toole is introducing the “No Early Release Act,” after reading a recent Star-Ledger exposé “depicting a rapid proliferation of child pornography,” he said. According to the report, the FBI reviewed 14.2 million images depicting child-sex acts in 2010. In 2011, the same department, the National Center for Missing & Exploited Children, reviewed more than 22 million images and videos, showing an increase of 55 percent. “Many factors often cause this sick and incomprehensible behavior that is so difficult to read about, let alone experience,” O’…
